Proposed minimum General Fund funding floor for the independent Office of Inspector General, subject to final legal drafting.
Fragmented Oversight
Audit, ethics, accountability, and investigative responsibilities are currently divided among multiple County functions.
Oversight Shouldn't Answer to the People It Investigates.
Political Vulnerability
A watchdog cannot be fully independent if political actors can control its appointment, funding, staffing, investigations, or removal.
Billions at Stake
Prince George's County administers billions of dollars in public resources, contracts, grants, programs, and services every year.
Structural Reform
The proposed Charter amendment would consolidate major County oversight functions into one independently protected Office of Inspector General.
Accountability Is More Than Following the Money.
The Office of Inspector General will provide the independent oversight necessary to protect public trust and ensure the integrity of Prince George's County government.

One Independent Watchdog
Consolidation is the cornerstone of structural reform. We propose merging fragmented oversight functions into a single, powerful Office of Inspector General. This reorganization is designed to eliminate bureaucratic silos and create a stronger, more effective institution.
✓
Our goal is to reorganize existing County ethics, accountability, and audit functions into a unified, independent body. This consolidation ensures that oversight is not a secondary layer, but a central pillar of public trust and institutional integrity.
✓
Existing staff and functions may be transferred into the new Office where appropriate and permitted by law. Specialized functions may continue as dedicated divisions within the OIG. This approach is intended to strengthen accountability without creating an additional layer of government bureaucracy.
✓
Independent Selection
Separating professional qualification from political appointment to ensure a truly independent watchdog.
1
Professional Review
An independent professional body conducts recruitment, verifies credentials, and certifies a qualified group of finalists.
2
Citizen Selection
A separately constituted citizen body reviews the finalists and conducts a second round of interviews.
3
Final Appointment
The citizen selection body selects the Inspector General from among the professionally qualified finalists.
